Village Green

A concerned local has started the process of getting ‘Village Green’ status for the Humpty Dumps by obtaining the necessary application forms from the Open Spaces Society.

The granting of Village Green status is a complex legal matter. Our first step must be to gather proof and then present our case for legal opinion by the Open Spaces Society (OSS) then submitted to Gloucestershire County Council.

In order to register the land as a Village Green, we need as many positive comments by users as possible. Don’t worry if you haven’t used the fields for 20 years, please still fill in a form. If you know someone who used to use the fields, perhaps when their children were younger, please ask them to fill one in too.

Completed Evidence forms should then be returned to:
The secretary, 21 Berry Hill Crescent, Cirencester, GL7 2HF

Please also help to spread the word by displaying a poster which can be downloaded here.

Collected evidence will be returned with a Form 44 Application for Registration to: Gloucestershire County Council, Commons Registration Authority, Legal Services,
Quayside House, Gloucester, GL1 2TZ. Evidence forms will be public documents.

Hopefully this will be the start of a well supported campaign!

Forward Planning

A user has pointed me to a Cotswold District Forward Planning set of web pages on the CDC site. This document contains a reference to the Humpty Dumps. Scroll down to item C.042 where you’ll see it states:

Panel consider the site suitable in principle, but that there are potential constraints to overcome; access issues, remoteness, SLA and steep topography. Likely to only be developed in the longer term of 15years+. Therefore not currently developable.

There is an Excel document here with further details and PDF map that ties it all together here.

I’ve provided links here to what I think are the most relevant documents because there is a lot of information on the CDC site and the navigation/menu is a little confusing. There maybe other gems there yet to be unearthed.

Revolting Locals

It would seem the locals are revolting – some with a sense of humour.

A number of signs have appeared around the Humpty Dumps recently, I imagine they have been placed there by different groups.

Which reminds me of a sketch from Monthy Python’s The Life of Brian.

BRIAN: Are you the Judean People’s Front?
REG: Judean People’s Front? We’re the People’s Front of Judea!

WAW!

I hadn’t heard of Walkers are Welcome before, but after reading about the organisation and its aims an idea occurred to me.

I’m sure a petition to gain WaW status would get lots of support round here if we created a walk in Cirencester that included the Humpty Dumps. This would bring publicity to Cirencester and increase the number of residents and visitors on walking holidays using the Humpty Dumps…

Baylight Property

The developer entertaining the idea of building on the Humpty Dumps is Baylight Properties. Their website can be found here and some further information about their founder and owner Crispin Kelly can be found here.

The land owner is Piper Ventures Limited, 58-60 Berners Street, London W1T 3JS. I can’t find a website for them.

Land Registration and Plan

I have purchased, from the Land Registry, a copy of the Title Register and Title Plan and it shows the ‘Registered Owner(s)’ to be PIPER VENTURES LIMITED of 58-60 Berners Street, London W1T 3JS and that the price was £525,000.

There are Restrictions, Covenances etc. noted under various sections of the document that are beyond my understanding.

I wont publish the documents on the site at this time as I’m not sure about copyright, so if anyone wants a copy of the document drop the webmaster an email.

Oddly I can’t find a website for Piper Ventures Ltd.

Address List

With a bit of Googling, scripting and copy/paste I have built a list of all of the addresses in the Bowling Green area. This may come in useful at some point if we need to make contact with everyone directly. Surprisingly there are 438 properties.

I haven’t published the list here because Baylight may also find a use for the list – they can do their own heavy lifting.
